UK Government Sets New Date of E-Waste Law for Electronics Importer Industries

The UK government recently announced that importer industries will be responsible for recycling their waste from July 2007. British officials stated that the implementation of the new Waste Electrical and Electronic Equipment (WEEE) law would help resolve the problem of the increasing volume of e-waste. It must be noted that the policy was implemented to all electronic importer businesses under the European Union aside from Malta and UK.
The new date of the WEEE's implementation was announced during the launch of a consultation regarding the scheme. During the event, Department of Trade and Industry Minister Malcolm Wicks stated that importer industries are among the fastest growing sectors in the EU market. It must be noted that the WEEE law was introduced for the purpose of reducing the effects of electronic and electrical devices on the environment from the time they are used until they are disposed. Under the new policy, electronic importer businesses should be responsible in funding the treatment, as well as the recycling of these devices. Moreover, retailers should also provide take-back services to all consumers.
WEEE was supposed to be implemented on importer industries last August 2005. However, the implementation of the new law was postponed due to several difficulties encountered by the government. It must be noted that while some producers had already begun to make their goods recyclable, there were still issues concerning the products made or marketed before 2005.
But Mr. Wicks hoped that the new deadline would give sufficient time for the other importer industries to adjust their production strategies to the WEEE. He said that moving the date was necessary in order to give enough time for the industries that have not yet fully taken their responsibility in terms of waste management. In this case, the new date will give them more time in order to come up with effective measures on how to treat and recycle their own waste. Meanwhile, the Environment Agency that is in charge of implementing the scheme has welcomed the new date. According to Liz Parkes, the chief of the agency, the new WEEE will reduce the number of waste directed to landfills, but it will increase the number of materials that can be used for recycling.
Peter Robinson of Waste Watch stated that the new date was perfect for the much delayed, yet much anticipated e-waste law for importer industries. According to him, Waste Watch and other environment groups are pleased that the e-waste policy will finally be implemented. Meanwhile, Alan Duncan, the spokesman of Conservative trade and industry described the process as the longest WEEE in history. It must be noted that the e-waste law already underwent a review and 5 consultations during the past 3 years. At present the e-waste law will continue undergoing consultations on key measures until October. Yet the e-waste law will be implemented officially on July 1, 2007 on importer industries.
